1) Demo and relocate the structure. Staff does not recommend this option due to the <br />magnitude of the cost and project delay in doing so. Modifying just the unbuilt portion <br />to the west would require major redesign, not only of the building footprint, but <br />reconfiguration of the internal process components and piping. <br />2) Grant a Variance. The City would need to establish findings meeting the criteria for <br />granting a variance. <br />3) Amend the Zoning Ordinance requirement in the PSP District. The City could propose <br />and amendment to the PSP Zoning District to reduce the required setback from street <br />right-of-way. Given that the City's public works facility property is also zoned PSP, <br />along with the County park and campground there may be value in reviewing the district <br />standards to better complement those uses. <br />4) Modify the County Road easement boundary. The setback line, in this case, is defined <br />as the required minimum distance from the street right-of-way line. The City property <br />extends out into Birch Street. The City has granted a public right-of-way easement to <br />the County over a portion of the property. It may be possible to reduce the right-of-way <br />easement by four feet to reestablish the setback line at 50'. The City could then grant a <br />drainage and utility easement to the County to cover the reduction in right-of-way <br />width. <br />Except for option 4 the City Council is the sole determining party. Staff is continuing to <br />evaluate these options. <br />REQUESTED COUNCIL DIRECTION <br />Staff is requesting City Council direction regarding a preferred course of action. <br />ATTACHMENTS <br />1.
