Planning & Zoning Board <br />March 12, 2025 <br />Page 2 <br /> <br />Mr. Evenson moved to table the February 12, 2025, meeting minutes. Motion seconded <br />by Mr. Kohler. Motion carried 6 – 0. <br /> <br /> <br />6. ACTION ITEMS <br /> <br />A. Public Hearing: Otter Crossing South Preliminary Plat and ALDI Site and Building <br />Plan Review <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, TYME Properties LLC, is proposing to plat and develop one (1) commercial <br />lot south of CSAH 14 (Main Street), east of I-35E and west of CR 84 (Otter Lake Road). <br /> <br />The applicant, ISG, is proposing the construction of an ALDI’s grocery store on the <br />commercial lot. <br /> <br />Mr. Wipperfurth had questions about water concerns since it had seemed to be an issue <br />with a residential development. Mr. Grochala stated that with this commercial <br />development would use significantly less water, therefore would not be an issue. <br /> <br />Mr. Evenson had questions about the traffic study and how that was conducted. Ms. <br />Larsen confirmed that fast food, supermarket and retail were analyzed for the results of <br />the traffic study. <br /> <br />Mr. Kohler had questions about where the loading dock would be and if that would <br />prevent vehicles from moving behind. Ms. Larsen stated that the staff has looked at this <br />and can ensure that it is not an issue. <br /> <br />Mr. Root stated that it is nice to see this area being developed after years of being <br />vacant. Mr. Root had a concern with the roundabout at the entrance and whether this <br />would impact the current entrance, right in right out to the North. Mr. Root was also <br />concerned Mr. Grochala does understand that this would increase the amount of traffic <br />in the area that might have a need to be controlled. Mr. Grochala stated that the <br />roundabout may need to be moved up and would prevent cars from travelling too <br />quickly and prevent accidents. <br /> <br />Mr. Root had questions about the landscaping for the parking lot and the plot overall. <br />He would like to see trees to be planted to help with heat in the parking lot with <br />pavement generating a lot of heat. Mr. Root also would like to see an internal sidewalk <br />system put in place now to help if it would be placed in the future. <br /> <br /> <br /> <br />
