Planning & Zoning Board March 12, 2025 Page 2 Mr. Evenson moved to table the February 12, 2025, meeting minutes. Motion seconded by Mr. Kohler. Motion carried 6 – 0. 6. ACTION ITEMS A. Public Hearing: Otter Crossing South Preliminary Plat and ALDI Site and Building Plan Review Ms. Larsen presented the staff report. The applicant, TYME Properties LLC, is proposing to plat and develop one (1) commercial lot south of CSAH 14 (Main Street), east of I-35E and west of CR 84 (Otter Lake Road). The applicant, ISG, is proposing the construction of an ALDI’s grocery store on the commercial lot. Mr. Wipperfurth had questions about water concerns since it had seemed to be an issue with a residential development. Mr. Grochala stated that with this commercial development would use significantly less water, therefore would not be an issue. Mr. Evenson had questions about the traffic study and how that was conducted. Ms. Larsen confirmed that fast food, supermarket and retail were analyzed for the results of the traffic study. Mr. Kohler had questions about where the loading dock would be and if that would prevent vehicles from moving behind. Ms. Larsen stated that the staff has looked at this and can ensure that it is not an issue. Mr. Root stated that it is nice to see this area being developed after years of being vacant. Mr. Root had a concern with the roundabout at the entrance and whether this would impact the current entrance, right in right out to the North. Mr. Root was also concerned Mr. Grochala does understand that this would increase the amount of traffic in the area that might have a need to be controlled. Mr. Grochala stated that the roundabout may need to be moved up and would prevent cars from travelling too quickly and prevent accidents. Mr. Root had questions about the landscaping for the parking lot and the plot overall. He would like to see trees to be planted to help with heat in the parking lot with pavement generating a lot of heat. Mr. Root also would like to see an internal sidewalk system put in place now to help if it would be placed in the future.
