Lino Lakes City Council <br />Special Work Session <br />Joint Meeting with the Charter Commission <br />Minutes <br />DATE: April 10, 2025 <br />TIME STARTED: 6:30 P.M. <br />RECESS/RECONVENE 8:35 P.M. / 8:45 P.M. <br />TIME ENDED: 9:17 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and <br />Ruhland <br />Staff Members Present: Interim City Administrator Dave Pecchia and City Clerk Roberta Colotti. <br />Charter Commissioners Present: Chair Caroline Dahl, Commissioners, Donald Aldentaler, Kelli <br />Damiani, Coral Digatono, John Grattan III, Dean Hausladen, Eric Holmstrom, Dan Nicholson, <br />Angela Obert, Justin Reynolds, Melissa Rodriguez and Mike Trehus. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:30 p.m. <br />The Chair of the Charter Commission called the regular Charter Commission Meeting to <br />Order at 6:30 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Charter Commission Public Comment Period <br />The Charter Commission Chair opened the floor for comment from the public. No <br />comment was made. The Chair closed the public comment period. <br />4. Joint Discussion with Charter Commission <br />a. Notification to Residents of Development Proposals <br />There was discussion of the type of notification that is provided by the City to <br />inform residents that a development project is being proposed. The proposed <br />design of a sign notifying residents of a development project was presented and <br />reviewed by the Charter Commission and City Council. The online "Notify Me" <br />notification platform was discussed along with the other methods of notification. <br />b. Zoning Regulations: Minium Distances Between Businesses <br />A memo from the City Attorney regarding the City's authority to govern the <br />distances between businesses was reviewed.
