The Mayor reviewed that zoning districts are for types of <br />development and commercial developers will review if the proposed <br />development will work before applying. <br />c. Open Mic <br />The Rules of Decorum regulations regarding the time allowed at open mic was <br />discussed. Councilmember Lyden stated that it is also helpful if the speaker <br />provides a written summary of their statement for the Council. <br />d. Five -Year Financial Plan <br />The Charter Commission Chair reviewed the history of the City Charter <br />requirement calling for a five-year Financial Plan to be prepared. The Mayor <br />reviewed the current financial management plan elements and steps for <br />approval. The Charter Commission Chair accepted the report into the record for <br />the Charter Commission. <br />e. 2024 Citizen Petitions to Amend the Charter <br />The Charter Commission Chair accepted in the record for the Charter <br />Commission, the City Attorney's report stating that the City Council found the <br />2024 petitions to amend the City Charter (two petitions) and ordinance (one <br />petition) to be legally invalid and that no further action was required. <br />f. Even -Year Elections <br />The City Clerk reported that the City Council had discussed even -year elections, <br />and as a change from odd to even -year elections would require a Charter <br />amendment, had deferred to the Charter Commission on the matter. She <br />provided an overview of the statistics for the 2023 and 2024 elections and <br />budgeted expenses. <br />The Charter Commission made a motion to schedule a discussion regarding <br />even -year elections and a motion to set the discussion date for the regular <br />Charter Commission meeting on July 10, 2025. It was noted that with this there <br />would be no changes to the 2025 election and that any ballot questions <br />regarding moving to even -year elections would need to be scheduled after 2025 <br />given the timeframe for preparing and submitting a ballot question. <br />Recesses / Reconvene <br />Mayor Rafferty recessed the meeting at 8:35 p.m. <br />Commissioners Aldentaler and Nicholson left the meeting. <br />Mayor Rafferty reconvened the meeting at 8:45 p.m. <br />Page 2 of 3 <br />
