LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: <br />April 14, 2025 <br />TIME STARTED: <br />6:30 PM <br />TIME ENDED: <br />7:22PM <br />LOCATION: <br />City Council Chambers <br />MEMBERS PRESENT: <br />Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: <br />None <br />Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti, <br />Community Development Director Michael Grochala, City Engineer Diane Hankee, City Planner <br />Katie Larsen, Interim Public Safety Director Curt Boehme, and Interim Fire Chief Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period. <br />Catherine Decker, 614 Pine Street, Lino Lakes, expressed her concern regarding Nature's Refuge <br />North development proposal. She stated that the proposed high -density development of <br />approximately 100 homes, on 30 buildable acres of land, is directly behind her property. She <br />stated that the plan threatens to fundamentally disrupt not only the physical landscape but also <br />the values and identity that define the city. She stated nearly 100 homes in such a limited space <br />will require significant land and water alteration, including massive grading and fill that will <br />inevitably change the flow and storage of water across the area. She stated that her property has <br />never been impacted by flooding or the floodplain. She stated that she suspects this water will <br />inevitably make its way to 10-22-32 which she said is already dammed by Andall Street and 4th <br />Avenue, not flowing and flooding several of her neighbors. She stated that with the proposed <br />changes, stormwater runoff will increase dramatically, putting her land and those of her <br />neighbors at serious risk of increased flooding. <br />Ms. Decker asked the Lino Lakes Planning & Zoning Board, the City Council of Lino Lakes, the Rice <br />Creek Watershed District and the developer to: <br />1. Ensure that no redirected wetlands or drainage paths encroach upon her property or <br />surrounding properties or upstream and downstream lots; and <br />2. Maintain the current size and integrity of the floodplain to prevent future flooding and <br />environmental degradation; and <br />3. The zoning for this area is consistent with the long-standing, neighboring properties. <br />Page 1 of 9 <br />
