CITY COUNCIL WORK SESSION STAFF REPORT ITEM NO. 8 STAFF ORIGINATOR: Michael Grochala, Community Development Director WORK SESSION DATE: May 5, 2025 TOPIC: 1-35E & CR J Joint Powers Agreement with Anoka County BACKGROUND Ramsey County is preparing to solicit bids and award a contract for the improvements for I- 35E/CR J interchange improvements. The overall project cost is estimated at $23,761,410.60. Federal funds are available for the Project and are capped at $19,000,000.00. The City's share of the proposed improvements is $318,509.60. This includes pro rata share of right-of-way, drainage, utility and roadway improvements. The City's share is funded primarily from Municipal State Aid Street funds with a small portion of funding from the Area and Unit Trunk Utility funds. Area and Unit funds will be reimbursed from developer fees charged with development of the northwest quadrant of the Centerville Road/CRJ intersection. Under the terms of the agreement the City is responsible for maintenance of the storm water pond in the NE quadrant of Centerville Road/CRJ intersection, the cost of which is split between City and Ramsey County based on contributing area. Lino Lakes will also be responsible for the trail on the west side of Centerville Road along with the crosswalk pavement markings on City streets, if applicable. The City will be responsible for maintenance of Centerville Road/CRJ roundabout. Staff is still reviewing responsibilities with maintenance of the interchange roundabouts and street lighting. The City will be entering into the agreement with Anoka County. Anoka County and Ramsey County will have a master agreement in place covering the overall project costs. Landscaping improvements to the Centerville/CRJ roundabout are in addition to these costs. The portion of the project will likely be bid in 2026. REQUESTED COUNCIL DIRECTION Council direction to place approval of the JPA on the May 12, 2025 meeting agenda pending resolution of the interchange roundabout and street lighting maintenance and electric costs.
