CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 8 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: May 5, 2025 <br />TOPIC: 1-35E & CR J Joint Powers Agreement with Anoka County <br />BACKGROUND <br />Ramsey County is preparing to solicit bids and award a contract for the improvements for I- <br />35E/CR J interchange improvements. The overall project cost is estimated at $23,761,410.60. <br />Federal funds are available for the Project and are capped at $19,000,000.00. The City's share <br />of the proposed improvements is $318,509.60. This includes pro rata share of right-of-way, <br />drainage, utility and roadway improvements. The City's share is funded primarily from <br />Municipal State Aid Street funds with a small portion of funding from the Area and Unit Trunk <br />Utility funds. Area and Unit funds will be reimbursed from developer fees charged with <br />development of the northwest quadrant of the Centerville Road/CRJ intersection. <br />Under the terms of the agreement the City is responsible for maintenance of the storm water <br />pond in the NE quadrant of Centerville Road/CRJ intersection, the cost of which is split between <br />City and Ramsey County based on contributing area. Lino Lakes will also be responsible for the <br />trail on the west side of Centerville Road along with the crosswalk pavement markings on City <br />streets, if applicable. The City will be responsible for maintenance of Centerville Road/CRJ <br />roundabout. Staff is still reviewing responsibilities with maintenance of the interchange <br />roundabouts and street lighting. <br />The City will be entering into the agreement with Anoka County. Anoka County and Ramsey <br />County will have a master agreement in place covering the overall project costs. Landscaping <br />improvements to the Centerville/CRJ roundabout are in addition to these costs. The portion of <br />the project will likely be bid in 2026. <br />REQUESTED COUNCIL DIRECTION <br />Council direction to place approval of the JPA on the May 12, 2025 meeting agenda pending <br />resolution of the interchange roundabout and street lighting maintenance and electric costs. <br />
