The Design Guideline booklet details architecture standards. The multi -family apartments, <br />clubhouse, and townhomes use exterior materials of wood finish accents, stone, and stucco. <br />The color palette is brown and tan. Exterior elevations and materials were not included for the <br />future senior living building or commercial but we anticipate material color themes to extend <br />throughout the development. The townhome units are 29ft wide with 600sf garage sizes. The <br />booklet includes several renderings and data tables showing compliance with general building <br />provisions and exterior material requirements. <br />Staff Comments: <br />1. One multifamily dwelling requirement that is not met is, "Distinct ground level(s). The <br />ground level of any 3-story building and the first two stories of a building four stories or <br />taller shall be visually distinct from the upper stories. This distinction shall be articulated <br />by at least one of the following: an intermediate cornice line; an awning arcade or <br />portico; a change in building materials, texture, or detailing; a change in window shape <br />or treatment; or other elements which meet the objective." <br />2. Staff recommends the townhomes include a stone base around all elevations. <br />Per the Design Guidelines booklet, the applicant is requesting building design PUD flexibility for: <br />1. At multi- family buildings, the applicant will request the flexibility to be the greater of 4 <br />stories or 55' from grade to mid -rake of slope roof or top of parapet of flat roof. <br />City Code Section 1007.114(8) of the R-4 District allows for a maximum building height of the <br />greater of 3 stories or 40ft. City Code Section 1102.07(2)(c) of the Shoreland District allows for a <br />maximum building height of 36ft. Height is measured as the average height of the highest gable <br />or a pitch or hipped roof. <br />The multifamily apartments are 3 stories with a mid -rake or building height of 39ft. The senior <br />living building is proposed 4 stories with a mid -rake or building height of 55ft. <br />Staff Comments: <br />1. Staff has concerns regarding the proposed 4 stories, 55ft building height from grade to <br />mid -rake. The concept plan proposed 4 stories with a mid -rake or building height of 48ft <br />for the senior living building. <br />2. Minimum square footage, of 550 square feet for units to allow studio apartments. A <br />maximum of 15% of all multi -family units can be Studio apartments. For Apartments <br />with bedrooms would have a minimum of 700 square feet with additional 100 square <br />feet per bedroom, as stated in the Code 1007.114 R-4(5). <br />14 <br />
