The site is located in Sanitary Sewer District (Sub -district 4A). Flows from this area will be <br />conveyed to the southeast through the White Bear Township sanitary sewer system. <br />The site is located in Utility Staging Area 1A (2018-2025) and 1B (2025-2030). The two (2) <br />easterly lots containing the residential and commercial development are within Utility Staging <br />Area 1A. By resolution, the Council may move the two (2) other parcels from Stage 1B (2025- <br />2030) to Stage 1A (2018-2025) but there is no development proposed in this area. <br />The site is proposed to be served by White Bear Township's municipal water system. <br />A joint powers agreement between Lino Lakes and White Bear Township for sanitary sewer and <br />water shall be completed prior to approval of the final plat. <br />The site proposes a stormwater reuse system for irrigation purposes. The system shall be <br />evaluated and implemented to the extent it is feasible to offset the use of municipal water for <br />irrigation. <br />The attached WSB City Engineer memo details additional information. <br />Parks, Greenways and Trail Plan <br />Per the March 26, 2025 Environmental Board staff report: <br />The 2040 Comprehensive Plan does show areas of value for natural resource conservation <br />related to wetlands on the site. The greenway system consists of a Natural Resource <br />Conservation area running along the wetland and lake complex. <br />Trails should be included along Centerville Road and Ash Street and be incorporated into the <br />development along the wetland through the greenway corridor. This should be designed as a <br />multifunction greenway corridor addressing water quality, passive recreation and wildlife <br />habitat. Connectivity should be provided to the north, east, south, and west of the project site. <br />The proposed trail should be looped and connect back in the new proposed road instead of <br />dead ending in the wetland. <br />Staff Comment: <br />1. A minimum 30-40ft wide pedestrian way/trail loop with minimum 8.5 ft wide trail shall <br />be made from Centerville Road, along Wilkison Way, to the public open space and loop <br />back to the Ash Street trail. This creates a multi -functional greenway corridor. <br />17 <br />
