The proposed project has 8,000 linear feet of proposed building subject to the foundation
landscape standards. Requirements of 160 large trees and 480 large shrubs are currently being
provided.
Standards for this section are being met.
Sod and Ground Cover Standards
All areas not otherwise improved in accordance with the approved site plans shall have a
minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be
provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or
wetlands.
Native weed free seed mixes should be shown in stormwater and open space areas to mitigate
for the removal of native vegetation with the development. Native vegetation will help
establish deeper roots, limit erosion, reduction of irrigation, and provide pollinator habitat.
Low maintenance turf grass should be proposed in order to conserve water throughout the site.
Additionally native seed mixes should be proposed to create habitat and reduce strain on the
water supply system.
Plantings adjacent to the buildings should also be drought tolerant to reduce the need for
irrigation. If irrigation is not being proposed through reuse native species should be planted
where feasible.
Environmental Review Record
An Environmental Assessment Worksheet (EAW) was completed. On February 10, 2025, the
City Council passed Resolution No. 25-12 approving the Record of Decision and Making a
Negative Declaration on the Need for an Environmental Impact Statement for the North Oaks
Mixed Use Development.
Wetlands
Per the March 3, 2025 Wetland Replacement Plan, there are three (3) wetlands on the site.
Wetland Name
Area
Management
Class
Base Buffer
Width
Min Buffer
Width
Wetland 1
7.95 acres
Manage 2
30 ft
24 ft
20
