The total onsite wetlands are 17.4 acres. <br />Thirty (30) ft wide wetland buffers and conservation easement with wetland signage are <br />required around Wetland 1. <br />There are no wetland impacts to the larger Wetland 1. Wetland 7 and Wetland 10 will be filled <br />and mitigated for by purchasing 0.51 acres of wetland credits. <br />Staff Comment: <br />1. Wetland buffer signage shall be included on the Site Plans and the City sign detail shall <br />be included to the detail sheets. <br />Floodplain <br />The 2015 FEMA Floodplain Map indicates Zone A flood plain over the large wetland on the west <br />side of the site. It does not appear there are any floodplain impacts. Any floodplain impacts <br />are subject to City requirements per City Code Chapter 1103. <br />Traffic Study <br />A Traffic Impact Study was prepared by ISG in October 2024 as part of the North Oaks <br />Development EAW. Related to the Wilkinson Waters development, the intersections of CSAH <br />21/Centerville Road and CSAH J/Ash Street (Intersection #1) and CSAH 21/Centerville Road and <br />CSAH 32/Ash Street (Intersection #2) were analyzed. Intersection #1 currently operates at a <br />level of service F. Intersection #2 operates at a level of service D. Reconstruction of these major <br />intersections is planned for 2025 and 2026 by Ramsey and Anoka Counties. Intersection 1 and <br />Intersection 2 are proposed to be converted to roundabouts. With these improvements and the <br />proposed Wilkinson Waters development, the level of service will increase to a C. <br />Per City Code Section 1001.013(2)(c)4. The existing LOS must be D or better for all streets and <br />intersections providing access to the subdivision. If the existing level of service is E or F, the <br />subdivision developer must provide, as part of the proposed project, improvements needed to <br />ensure a level of service D or better. <br />Level of service requirements are met. <br />Noise Study <br />21 <br />
