CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM SPECIAL PRESENTATION D <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />MEETING DATE: May 12, 2025 <br />TOPIC: Promotion of Chief of Police <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The City Council is being asked to approve the promotion of Curt Boehme to the Chief of Police <br />position within the newly created Police Department. <br />BACKGROUND <br />At the April 28, 2025 City Council meeting, Citygate Associates presented its final recommendations, <br />advising the City Council to restructure the Public Safety Department into independent Police and Fire <br />Departments. This proposed change necessitates amending the City Ordinance and establishing two <br />new leadership roles: Chief of Police and Fire Chief, who would oversee their respective departments. <br />Boehme joined the Lino Lakes Police Department in 2006 as a Patrol Officer. In 2018, he was <br />promoted to Sergeant and subsequently led the department's new officer training program. From <br />December 2020 to December 2024, Boehme served as Investigations Unit Supervisor, overseeing <br />a team of investigators and an investigative assistant. He successfully completed the <br />Northwestern School of Police Staff and Command in the fall of 2023. Since February 1, 2025, <br />Boehme has been serving as Interim Public Safety Director. <br />Boehme holds a Bachelor of Arts in Criminology from the University of Minnesota Duluth, with a <br />minor in Political Science. <br />The wage for Boehme will be $73.96 per hour, which is Step 10 in a 10-step wage scale for the <br />Chief of Police position. <br />With Council approval, Boehme's promotion to Chief of Police will be effective May 12, 2025. <br />RECOMMENDATION <br />Please approve the promotion of Curt Boehme to the position of Chief of Police within the Police <br />Department. <br />ATTACHMENTS <br />None <br />
