10. The project will disturb more than an acre of soil and will be required to <br />obtain an NPDES permit. Proof of permit shall be required before <br />construction. <br />Noted, this will be provided. <br />a. A SWPPP shall be required in additional submittals as required by the <br />MPCA meeting sections 5.2-5.26 <br />SWPPP provided <br />b. Final erosion and sediment control will be reviewed with future <br />submittals <br />Noted. <br />11. Wetlands 30 and 35 are outside of the WMC buffer area. These wetlands <br />appear to be outside of the area of disturbance. Staff recommends <br />extending buffers around both wetlands as much as possible. Combining the <br />buffer between the two wetlands would add the most protection and add <br />additional wildlife benefits. <br />Noted. <br />12. Confirm wetland outlets are above the HWL for the wetlands and will not affect <br />hydrology during final design. <br />Wetland bounce and inundation verified within the storm water management <br />plan. <br />13. The Andall St connection should have the minimum width as derived from the <br />traffic study and allowed by city ordinance to allow for emergency services and <br />public street connection. Reduction of the road width will preserve wetlands and <br />trees through the corridor. <br />Noted. Street width adjusted to 24-feet back to back with ribbon curb. <br />a. Trail connections should be provided along with water stubs for fire <br />prevention. <br />Sidewalk added <br />14. Tree removal should be completed in the fall or winter to minimize impacts to <br />migrating or nesting bat populations <br />Noted. —to be coordinated with developer <br />15. Provide a Blandings turtle mitigation plan, surmountable curb is provided to <br />allow turtles access off of the roads. <br />Noted, turtle mitigation plan to be provided by developer.
