Anoka County Contract No. C00011514 <br />JOINT POWERS AGREEMENT <br />FOR THE RECONSTRUCTION OF COUNTY STATE AID HIGHWAY (CSAH) 21 <br />(CENTERVILLE ROAD), CSAH 54 (20TH AVE S) AND COUNTY ROAD 84 (OTTER LAKE <br />ROAD) AS PART OF THE COUNTY J AND I-35E INTERCHANGE PROJECT <br />IN THE CITY OF LINO LAKES, MN <br />Minnesota Department of Transportation SP 6281-53 and SP 0282-47 <br />Ramsey County Project Nos. SP 062-601-017 and SP 062-659-020 <br />Anoka County Project Nos. SP 002-621-012, SP 002-654-005 and SP 210-020-015 <br />THIS AGREEMENT is made by the parties on the last date executed below, by and between the <br />County of Anoka, a political subdivision of the State of Minnesota, 2100 Third Avenue, Anoka, <br />Minnesota 55303, hereinafter referred to as "County", and the City of Lino Lakes, 600 Town Center <br />Parkway, Lino Lakes, MN 55014, hereinafter referred to as "City". <br />WITNESSETH <br />WHEREAS, the parties to this agreement agree it is in the best interest of the traveling public to <br />reconstruct CSAH 21 (Centerville Road), CSAH 54 (20th Ave S) and CR 84 (Otter Lake Road) as part of <br />the County Road J and I-35E interchange project led by Ramsey County and, <br />WHEREAS, said parties mutually agree that CSAH 21, CSAH 54 and CR 84 are in need of <br />reconstruction; and, <br />WHEREAS, Ramsey County as the lead agency of the County Road J and I-351nterchange <br />project has prepared preliminary design plans for the reconstruction of CSAH 21 (Centerville Road), <br />CSAH 54 (201h Avenue S.) and CR84 (Otter Lake Road) in accordance with Anoka County and the <br />Minnesota Department of Transportation standards to a staff approved layout condition; and, <br />WHEREAS, Anoka County has jurisdiction over CSAH 21 (Centerville Road), CSAH 54 (20th <br />Avenue S.) and CR86 (Otter Lake Road) and, <br />WHEREAS, the parties agree that it is in their best interest that the cost of said project be shared; <br />and, <br />WHEREAS, Minn. Stat. § 471.59 authorizes political subdivisions of the state to enter into joint <br />powers agreements for the joint exercise of powers common to each. <br />NOW, THEREFORE, IT IS MUTUALLY STIPULATED AND AGREED: <br />L PURPOSE <br />The parties have joined together for the purpose of reconstructing the roadway, drainage and trail as well <br />as other utilities for County Road J (Ramsey County State Aid Highway 1) from Centerville Road <br />(Ramsey County State Aid Highway 51/Anoka County State Aid Highway 21) to Otter Lake Road <br />(Ramsey County State Aid Highway 60/Anoka County Road 84) including the I-35E interchange and <br />intersection of County Road J (Ramsey County State Aid Highway 1) and 20th Avenue South (Anoka <br />
