The Minnesota Department of Transportation (MnDOT) state project numbers are SP 6281-53 and SP 0282-47; the Ramsey County project numbers are SP 062-601-017, SP 062-659-020; the Anoka County project numbers are SP 002-621-012, SP 002-654-005 and the Lino Lakes project number is SP 210-020-015 (collectively the "Project"). Said engineering plans are filed in the office of the Ramsey County Public Works Department and Anoka County Highway Department and incorporated herein by reference. The parties to this Joint Powers Agreement (JPA) agree in principle that the Project is in the best interest of the traveling public and that the Construction Plan Title Sheet as shown in Exhibit "A" defines the final design of the Project. All Exhibits attached to or referred to in this JPA are incorporated by reference and made part of this Agreement. II. METHOD Ramsey County as lead agency for the project shall cause the construction of State Project number SP 6281-53 and SP 0282-47 Anoka County Project CP21-15-00, SP 002-621-012, SP 002-654-005, Ramsey County Project SP 062-601-017 and 062-659-020 and City project number SP 210-020-015. IMPROVEMENTS: It is agreed by the parties that in 2025/2026, County Road J will be reconstructed from Centerville Road (Anoka County State Aid Highway 21, Ramsey County State Aid Highway 59) to Otter Lake Road (Ramsey County State Aid Highway 60/Anoka County Road 84)including the I-35E interchange and intersection of County Road J (Ramsey County State Aid Highway 1) and 20th Avenue South (Anoka County State Aid Highway 54), as shown in "Exhibit A". Improvements include, but are not limited to: roadway widening, roundabout construction, bridge construction, concrete median, storm sewer and associated ponding, turn lanes, shoulders, lighting, bituminous trails, retaining walls and concrete curb & gutter. INTERSECTIONS: As agreed by the parties, improvements to the following intersections have been incorporated in the Exhibit "A" design: Ramsey County State Aid Highway 1 / Anoka County State Aid Highway 60 / Anoka County Road 84 / I-35E east ramps: Roundabout Ramsey County State Aid Highway 1 / Anoka County State Aid Highway 54 / 1-35E west ramps: Roundabout Ramsey County State Aid Highway 1 / Ramsey County State Aid Highway 59 / Anoka County State Aid Highway 21 /: Roundabout RIGHT OF WAY: The parties agree that the County will acquire all necessary right-of-way and easements for the Project.
