Public water, sanitary and storm sewer utilities will be installed within the development. Water <br />and sanitary will extend north along Haywood Drive. Water main is also proposed to be <br />extended to Andall Street as part of the road construction. <br />The site is located in Sanitary Sewer District 2 (Sub -district 2K). Flow is collected southward to <br />MCES Meter M211 and Gravity Interceptor 8361 along North Road which passes southwest <br />through Circle Pines. <br />PID# 05-31-22-42-0003 is located in Utility Staging Area 1A (2018-2025) and PID#05-31-22-13- <br />0001 is located in 1B (2025-2030). By resolution, the Council may move the one (1) parcel from <br />Stage 1B (2025-2030) to Stage 1A (2018-2025). <br />A sanitary sewer lift station is located along Haywood Street, east of Street D. This will provide <br />service to the development as well as future service to the Olive and Orange Street <br />neighborhood which are smaller (<0.5 acre) lots on private septic systems and wells. <br />Proposed water use is within the capabilities of the City's existing water supply. The project will <br />include a stormwater reuse irrigation system that will significantly reduce water use and impact <br />on maximum day demands. Weekly summer water savings are estimated at 487,000 gallons. <br />Parks, Greenways and Trail Plan <br />Per the City's 2040 Parks, Greenways and Trails Plan, this development is within the Arena <br />Acres and Wollan Park service areas. Arena Acres is a smaller 1-acre neighborhood park. <br />Wollan's Park is an 18-acre open space wetland and not an active park. The Plan indicates a <br />Future Neighborhood Park centrally located within the service area. Greenway corridors exist <br />on site. <br />Linear trails are proposed to provide connectivity to the existing Nature's Refuge trail to the <br />south and a future trail connection when the property to the north is developed. The trail <br />locations through open space and stormwater provide for a multifunctional greenway corridor. <br />Staff Comments: <br />1. Trail corridors shall be a minimum 30ft wide. <br />Tree Preservation and Landscaping <br />The purpose of these standards is to protect valuable trees and vegetation stands while not <br />interfering with landowners' reasonable use and development of property.
