The Fire Division also supports the Andall Street connection to improve response times to the <br />entire area. <br />Environmental Board <br />The Environmental Board reviewed the PUD and Preliminary Plat on March 26, 2025. Their <br />comments are provided in the attached memo dated March 27, 2025. <br />Park Board <br />The Park Board reviewed the Preliminary Plat on April 2, 2025. The Board recommends cash fee <br />in lieu of land dedication. The amount of cash dedication would be $329,000 ($3,500 per lot <br />times 94 lots) minus the cost of trail construction. As discussed during concept plan review, the <br />Park Board recommended designating the remaining cash dedication balances from Natures <br />Refuge and Natures Refuge North to explore providing trails and leisure opportunities at Lino <br />Lakes Elementary School. A collaborative arrangement with the Forest Lake School District to <br />share resources could provide tremendous benefits for the students and general public. <br />Planning and Zoning Board <br />The Planning and Zoning Board held a public hearing on April 14, 2025. The board debated <br />various aspects of the development resulting in two failed motions. The board approved a <br />motion on a 5-1 vote to recommend approval with the conditions included in the staff <br />recommendation, no flexibility from the garage requirements, and 24' foot connection of the <br />road for emergency access only. <br />City Engineer <br />The City Engineer provided comments in the attached memo. Developer responses received <br />following the Planning and Zoning board have been included. <br />PUD Public Benefit vs PUD Flexibility Summary <br />Per City Code Section 1007.024: <br />(2) The PUD, by allowing deviation from the strict provisions of this ordinance related to <br />setbacks, heights, lot area, width and depths, yards, etc., may be considered by the City when it <br />would result in one or more of the following public benefits: <br />(a) Implementation of a master plan consistent with the Planning District objectives of <br />the Comprehensive Plan. <br />s <br />
