Duck Tr. Due to the feasibility concerns with the Andall St Access, access scenarios with <br />and without the Andall St connection are considered. <br />This study focuses on the roads and intersections that provide direct and indirect access to and <br />from the site and details the existing and future roadway conditions at studied intersections <br />and access points and includes traffic volumes, lane geometrics and traffic operational analysis <br />results. The intersections reviewed included: <br />• Main Street/Glenwood Drive <br />• Main Street/Woodduck Trail <br />• 4t" Avenue/Andall Street <br />• Andall St/Proposed Access <br />The study results indicate there is little to no significant impact on the adjacent streets and <br />intersections due to trips expected to be generated by the proposed development. Trip <br />generation for the proposed development is estimated at 868 daily. Approximately 8% or 70 <br />vehicles a day is expected to use the Andall Street connection. This is well within the capacity <br />of Andall Street and Woodduck Trail based on the engineering review. <br />Per City Code Section 1001.013(2)(c)4. The existing LOS must be D or better for all streets and <br />intersections providing access to the subdivision. If the existing level of service is E or F, the <br />subdivision developer must provide, as part of the proposed project, improvements needed to <br />ensure a level of service D or better. <br />Based on the study Level of service requirements are met for both the 2027 and 2040 Build <br />Scenarios with LOS maintained at C or better. <br />Homeowners Association <br />A homeowner's association will be established and provide both association maintained yards <br />and snow removal. Staff is also recommending that the open space be owned by the <br />association with the City retaining a Conservation Easement over the property. <br />Additional City and Government Agency Review Comments <br />Lino Lakes Public Safety <br />The Police Division supports connection to Andall Street. The connection is important for public <br />safety response to and from the development. <br />15 <br />
