Anoka County Highway Department Letter dated April 30, 2025 <br />Anoka County <br />TRANSPORTATION DIVISION <br />Highway <br />Katie Larsen <br />City of Lino Lakes April 30, 2025 <br />600 Town Center Pkwy <br />Lino Lakes, MN 55014-1182 <br />RE: Preliminary Plat — Clearwater Commons <br />Dear Katie, <br />We have reviewed the Preliminary Plat for Clearwater Commons to be located north of CSAH 14 <br />(Main Street) and east of 221 sc Avenue North within the City of Lino Lakes, and I offer the following <br />comments: <br />• The existing right of way along CSAH 14 is approximately 80 feet north of centerline <br />which should be sufficient for future reconstruction purposes. <br />• As proposed, the plat will not introduce any new access points onto CSAH 14, and <br />the right of access is dedicated to Anoka County in the plat. Any existing driveways <br />and field entrances shall be removed, and the ditch section restored to match <br />existing depth, slope, and grades. <br />• Internal site grading shall not commence until the requested ACHD Engineering plan <br />approvals are received and the applicable permits can be issued. <br />• Any utility relocation in the CSAH 14 right of way will be required to be coordinated <br />directly by the city/developer. <br />• Please note that no plantings or private signs will be permitted within the county right <br />of way and care must be exercised when locating private signs, building, structures, <br />plantings, berms, etc. outside of the county right of way, so as not to create any new <br />sight obstructions for this section of CSAH 14. <br />ACHD would like to work with local governments in promoting compatibility between land use <br />and the county highway system. It should be recognized that residential land uses located <br />adjacent to County highways often results in complaints about traffic noise. Existing and/or <br />future traffic noise from CSAH 14 could exceed noise standards established by the Minnesota <br />Pollution Control Agency (MPCA), the U.S. Department of Housing and Urban Development, <br />and the U.S. Department of Transportation. Minnesota Rule 7030.0030 states that <br />municipalities are responsible for taking all reasonable measures to prevent land use activities <br />listed in the MPCA's Noise Area Classification (NAC) where establishment of the land use <br />would result in violations of established noise standards. It is advised that the City and the <br />Developer assess the noise situation for this development as it is proposed to be located <br />directly adjacent to CSAH 14 and take the level of action deemed necessary to minimize the <br />impact of any highway noise by incorporating the appropriate noise mitigation elements into <br />the design and phasing of this plat as applicable. <br />Our Passion Is Your Safe Way Home <br />1440 Bunker Lake Boulevard N.W.
