Growth Management Strategy <br />Page 3-17 of the 2040 Comprehensive Plan details the City's Growth Management Strategy. <br />The strategy works in conjunction with the City's utility staging plan. <br />The City will plan to accommodate an annual average of 230 units per year over each 5-year <br />phasing period not to exceed 345 units in any one year. From 2010 to 2024, the City's average <br />annual number of units is 123. This is less than the allowed 230 unit annual allocation. <br />The proposed 90 lot development would be consistent with the growth management strategy. <br />Current Zoning and Land Use <br />Current Zoning <br />R, Rural <br />Current Land Use <br />Agricultural and Rural Residential <br />Future Land Use per <br />2040 Comp Plan <br />Medium Density Residential <br />Utility Staging Area <br />Stage 1B (2025-2030) <br />Rezoning <br />The site is currently zoned R, Rural. The R, Rural zoning is a holding district until municipal <br />water and sanitary sewer are available to the site and the property owner is interested in <br />having the property developed. <br />The developer is proposing R2, Two Family Residential for the 60ft wide single family lots and <br />PUD, Planned Unit Development for the townhomes. <br />PUD flexibility requested: <br />1. Public street cul de sac length: 555ft > 500ft allowed <br />2. Private street length: 666ft > 300ft allowed <br />3. Private street width: 24ft < 26ft required <br />4. Corner lot setback: 20ft < 25ft required <br />5. Townhome base lot size: 7,800ft < 20,000sf required <br />6. Townhome garage size: 440sf < 520sf required <br />a. Staff notes that building plans are not required during concept plan. The <br />townhome garage footprint was measured off the concept plan. <br />Staff believes the proposed single family and townhome development can be achieved using <br />straight zoning. Staff recommends R2, Two Family zoning for the single family lots and R3, <br />Medium Density zoning for the townhomes. <br />0 <br />
