Ms. Katie Larsen <br />05/07/2025 <br />Page 4 <br />Floodplain <br />The site includes -5% Zone A Floodplain. A Base Flood Elevation will need to be <br />determined and approved by FEMA. A LOMR will be required, and floodplain <br />mitigation will be required as applicable. This mitigation already appears to be <br />considered in Outlot C in the southwest corner of the site. However, greater detail <br />is needed to check mitigation quantities. <br />• Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements will be required to be provided over <br />any utilities outside the right of way and any surface water management features. The <br />western 60' feet of CSAH 54 should be dedicated as right of way to Anoka County as well <br />as an additional trail easement. <br />Conservation easements will be required over wetlands. Standard side yard drainage and <br />utility easements and easements over public utilities will be required. <br />• Development Agreement <br />A development agreement will be required with the final plat. <br />• Grading Agreement <br />Grading agreement not required at this time. <br />• Stormwater Maintenance Agreement <br />The stormwater maintenance for public facilities in the Nelson-Rehbein development will be <br />covered under the City's Programmatic Stormwater Management Agreement after the <br />facilities have been installed and accepted by the City. <br />• Permits Required <br />Required permits will be determined at the time of preliminary plat submittal. Potential <br />permits may include some of the following and others: <br />1. NPDES General Construction Permit <br />2. City of Lino Lakes Zoning Permit for Construction <br />3. Minnesota Pollution Control Agency Sanitary Sewer Extension Permit <br />4. Minnesota Department of Health <br />5. Rice Creek Watershed District Permit <br />6. Anoka County Right -of -Way Permit <br />7.
