Environmental Coordinator Memo dated April 30, 2025 <br />C I T Y O F Environmental Memo <br />IN KES <br />To: Katie Larsen, City Planner <br />From: Tom Hoffman, Environmental Coordinator <br />Date: April 30, 2025 <br />Re: Environmental Comments— Nelson Rehbein PUD Concept Plan <br />The Environmental Board recommended the following at their April 30, 2025 meeting: <br />1. Provide a geotechnical report of the site with soils borings to confirm soils and <br />types of bmp's that will be feasible onsite. <br />2. Complete wetland delineation for the site should be submitted. <br />a. Include proposed impacts and mitigation requirements. <br />3. Rare plant, animal, and significant resource inventory should be completed for <br />the site. <br />a. Staff used the USFWS IPac tool to determine federally protected species <br />for the site. A final evaluation of species is required by the developer. <br />4. Stormwater management to be reviewed by City Engineer <br />a. Use of stormwater for irrigation purposes for the site should be evaluated <br />and if feasible required as part of site development. Larger stormwater <br />ponds constructed for fill should be evaluated for water reuse. <br />b. Infiltration is required to be shown where feasible based on soil borings. <br />If infiltration is not feasible follow the Minimum impact design standards <br />(MIDS)) as designed by the MPCA <br />5. Provide a tree inventory for the site showing significant trees and show proposed <br />tree removals. <br />a. Tree removals should be shown in the basic use area along with any ESA <br />areas. <br />6. City Tree Protection Fence detail should be added to the plan sheet. Standard <br />detail Gen-27 <br />
