The villas provide a housing option with main -level living with association -maintain yards and <br />snow removal which addresses life -cycle housing. <br />(h) Other public benefits and values as recognized in the City's Comprehensive Plan. <br />• Planning District 2 identifies Wollan Park as a natural resource that should be protected. <br />The proposed development strategically includes a stormwater pond/open space buffer <br />near the Wollan Park wetland complex. This is a critical link to protecting this sensitive <br />natural resource area. <br />• A goal of the sanitary sewer plan is to provide service and capacity to developed areas of <br />the city currently served by on -site systems. Municipal sanitary sewer and water also <br />gets extended north which will eventually serve the Olive and Orange Street <br />neighborhood which are smaller (<0.5 acre) lots on private septic systems and wells. <br />• A goal of the Parks, Greenways & Trails Plan is to establish greenway corridors. A multi- <br />functional greenway corridor incorporating stormwater management, trails and open <br />space is established with the development. <br />• The project will include a stormwater reuse irrigation system reducing demand on the <br />City"s water supply system. <br />Preliminary Plat <br />Per Section 1001.013, Premature Subdivision: <br />(1) General. Any concept plan, preliminary plat or final plat deemed premature pursuant to <br />the following criteria shall be denied by the City Council. <br />(2) Conditions for establishing a premature subdivision. A subdivision maybe deemed <br />premature should any of the following conditions not be met. <br />(a) Consistency with the Comprehensive Plan. Including any of the following: <br />1. Land use plan; <br />2. Transportation plan; <br />3. Utility (sewer and water) plans; <br />4. Local water management plan; <br />5. Capital improvement plan; and <br />6. Growth management policies, including MUSA allocation criteria. <br />Natures Refuge North is consistent with the goals and policies of the comprehensive <br />plan in regards to resource management, land use, housing, transportation and utilities.
