development is also consistent with the local water management plan; capital improvement <br />plans and growth management policies. <br />(b) Consistency with infill policies. A proposed urban subdivision shall meet the city's infill <br />policies. <br />Natures Refuge North is consistent with infill policies. The development is within the <br />current Utility Staging Area 1A (2008-2015) and 18 (2025 — 2030). The cost, operation and <br />maintenance of the utility system is consistent with the normal costs projected by the water <br />and sanitary system plans. No future utility costs are proposed. <br />(c) Roads or highways to serve the subdivision. A proposed subdivision shall meet the <br />requirements for level of service (LOS), as defined by the Highway Capacity Manual. <br />The Traffic Study indicates that there are little to no significant impacts on the adjacent <br />streets and intersections. Level of service requirements are met for both the 2027 and 2040 <br />Build Scenarios with LOS maintained at C or better. <br />(d) Watersupply. A proposed subdivision shall be deemed to have an adequate water <br />supply. <br />Natures Refuge North will have an adequate water supply. A 12" trunk watermain <br />located along CSAH 14 (Main Street) serves the site. The project will include a stormwater <br />reuse irrigation system significantly reducing demand on the municipal system. <br />(e) Waste disposal systems. A proposed subdivision shall be served with adequate waste <br />disposal systems. <br />Natures Refuge North will be served with an adequate waste disposal system. A 21" <br />trunk sanitary sewer main located along CSAH 14 (Main Street) serves the site. A sanitary sewer <br />lift station will be installed along Haywood Street providing service to the Development and <br />adjacent properties to the northeast. <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes hereby provides the <br />following PUD, Planned Unit Development flexibility for Natures Refuge North: <br />1. Reduced minor collector road right-of-way width from 80 feet to 60 feet on Haywood <br />Drive (Street A). <br />2. Reduced corner lot width from 80 feet to 70 feet. <br />3. Reduced setback from street (corner lot) to 20 feet on long side of lot. <br />4. Side yard setbacks shall be 7.5 feet. <br />5. Garage shall be allowed to protrude forward of the house, without front porch, a <br />distance of no more than Y) subject to conformance with an anti -monotony plan that <br />4 <br />
