Attachment 7. Housing Goals per 2040 Comprehensive Plan <br />Goals and Policies <br />The vision statement, as described in Chapter 1, defines what Lino Lakes should look like in the future. The goals and policies guide the Housing Plan to help achieve that vision for <br />housing development. The goals and policies that follow were established in the 2030 Comprehensive Plan and reaffirmed as part of the 2040 Comprehensive Plan process. <br />Goal 1: Improve availability of affordable and life -cycle housing. <br />Policies: <br />a. Work with developers to identify innovative strategies for providing entry-level and life cycle housing. <br />b. Use redevelopment tools to revitalize aging residential properties, made possible by various federal, state, <br />local government, and non-profit programs. <br />c. Provide expanded opportunities for housing ownership made available by various federal, state, local <br />government and non-profit agencies. <br />d. Provide for and designate appropriate areas for high -density development. <br />e. Strive to integrate affordable housing in all residential land use districts. <br />Goal 2: Enhance opportunities for senior housing. <br />Policies: <br />a. Develop partnerships with non-profit and private sector groups who assist in the creation of senior housing. <br />b. Coordinate development of housing with retail accessibility (restaurants, shops, groceries). <br />Goal 3: Maintain existing housing stock to insure a high -quality environment in all residential neighborhoods. <br />Policies: <br />a. Promote the improvement of the existing housing stock, and to encourage the rehabilitation or <br />redevelopment of substandard housing <br />b. Encourage in -fill housing where appropriate. <br />C I TNAWOF <br />IN KES <br />Goal 4: The City will consider all widely accepted housing tools, as appropriate on an individual basis, <br />including: <br />• Housing Bonds 1,2,3 <br />• Tax Abatement 1,2 <br />• Consolidated Request for Proposals from Minnesota Housing 1,2,3 <br />• Site Assembly 1,2 <br />• Livable Communities Act programs 1,2,3 <br />• CDBG and HOME through Anoka County 1,2,3 <br />• Adopting a Local Fair Housing Policy 1,2,3 <br />• Participation in housing related organizations, partnerships, and initiatives 1,2,3 <br />• Preservation of existing Low -Income Housing Tax Credit (LIHTC) units 1 <br />• Community Land Trust 1,2,3 <br />• Manufactured Home Park Preservation 1,3 <br />• Tools that preserve private unsubsidized affordable housing (including but not limited to a local 4d <br />program, tax incentives, etc.)1,3 <br />1,2,3: Tools in this list will be considered for housing goals numbered elsewhere in the plan <br />Lino Lakes Comprehensive Plan Update Chapter 4: Housing 4-2 <br />
