The second connection will utilize the existing 8" stub as part of the <br />existing assumed White Bear Lake Township infrastructure that is located across the Rapp <br />farmland in Lino Lakes . Otherwise, the development will include a water system with 8- inch <br />diameter water main and various stub sizes being extended to each lot depending on its <br />use. <br />Current and future ownership and maintenance of all existing utility infrastructure will need to <br />be clarified between the developer North Oaks Farms, White Bear Lake Township, and the <br />Cities of North Oaks and Lino Lakes. <br />Comments: <br />1. Remove the proposed 12" gate valve on the north leg of the tee. The gate valve will <br />be installed with the future extension of the line to the north. <br />2. The existing watermain stub at the roundabout is 12" not 8" <br />3. Locate proposed gate valves consistently on all water service stubs <br />4. Label all water service stub size, length, and material <br />5. Provide minimum 1:1 easement for watermain outside the right of way (minimum 20' <br />centered on the utility) <br />6. Extend utilities a minimum 10' past the storm sewer at the Ash Street intersection <br />7. Shift gate valve from northern leg to southern leg of 12" x 8" cross <br />8. Maintain minimum required 10' horizontal separation between watermain and storm <br />sewer alignments <br />9. Note separation between sanitary sewer and water services across Wilkinson Way <br />a. Some services will need to be shifted to maintain separation. <br />• Sanitary Sewer <br />Sanitary sewer collection for the Wilkinson Waters Development is proposed to connect to <br />the existing assumed White Bear Lake Township infrastructure that is located across the <br />Rapp farmland in Lino Lakes. There is also an existing 18 inch sanitary sewer line located <br />at the intersection of Wilkinson Lake Blvd/CR J (81)/CSAH 21 that is believed to be owned <br />and maintained by White Bear Township as well and is planned to serve Lino Lakes sewer <br />district 4. This will require a Joint Powers Agreements between the developer North Oaks <br />Farms, White Bear Lake Township, and the Cities of North Oaks and Lino Lakes. Per the <br />Centerville Road Sanitary Sewer memo updated 4/22/21, the City of Lino Lakes service <br />district 4 has 354 GPM capacity reserved in the Centerville Road trunk line. <br />There is an additional lift station planned in the future to serve the remainder of district 4 <br />that will pump into the 18" line located at the intersection of Wilkinson Lake Blvd/CR J <br />(81)/CSAH 21. This forcemain can be drilled within City or County right of way in the <br />future. The 8 inch line that is being required to extend to Ash Street would only serve a <br />small localized area of sewer district 4. <br />The site will otherwise be served by 8- inch diameter main along with various sized service <br />pipes being extended to each lot depending on its use. An additional sanitary sewer stub <br />will be extended to the north at Ash Street (CR 32) for future connections. <br />Current and future ownership and maintenance of all existing utility infrastructure will need to <br />be clarified between the developer, White Bear Lake Township, and the Cities of North Oaks <br />and Lino Lakes. Additionally calculations will need to be made for the increased flows to the <br />existing lift station in North Oaks and whether upgrading of the pumps will need to occur. <br />Wilkinson Waters Development - Engineering Review <br />
