Extend the existing 18" sanitary sewer stub outside the roadway into right of way as <br />shown in the attached redlines <br />2. Provide minimum 1:1 easement for watermain outside the right of way (minimum 20' <br />centered on the utility) <br />a. The sanitary sewer between Lots 3 and 4 Block 1 would require a 40' total <br />easement <br />3. Extend utilities a minimum 10' past the storm sewer at the Ash Street intersection <br />4. Maintain sanitary sewer manholes on road centerlines <br />5. Applicant to verify the existing Lift Station has capacity for the proposed project. <br />• Transportation <br />Ensure City parking space requirements are met and ADA spaces are all marked on the <br />site plan. Townhouses project with 8+ units require guest parking at a rate of 1 space per <br />3 units. Include lighting unit type and mounting on the Photometric Plan. <br />Trails and sidewalks <br />Show the sidewalk/trail connection at the Ash Street and Wilkinson Way intersection. <br />Comments: <br />1. See comments provided on the Wilkinson Waters TIS, major comments include: <br />a. Review trip generation <br />b. Verify most recent site plan is incorporated into the study <br />c. Forecast traffic on Wilkinson Way <br />d. Review trip distribution and turning movement exhibits, volumes are missing <br />e. Revise LOS and turn lane analysis based on revised turning movement <br />calculations <br />2. The intersection at Wilkinson Way and Ash St/CR 32 will need to be right in right out <br />a. Turn lane plans shall be submitted with final plat. They will require Anoka <br />County approval. <br />Wetlands and Mitigation Plan <br />The Vadnais Lake Area WMO (VLAWMO) (WCA LGU) issued a Notice of Decision (NOD) <br />(LGU No. 14.2021) approving the wetland boundaries on March 17, 2022 (Appendix A). <br />The decision is valid for 5 years. The WCA NOD also confirmed that Wetland 7 is an <br />incidental wetland and therefore not regulated -under WCA. <br />The USACE issued an Approved Jurisdictional Determination (AJD) on April 6, 2022 for <br />Wetlands 8, 9 and 10 (File No. MVP-2015-03940-SSC) (Appendix A). The AJD is valid for 5 <br />years. <br />A map of the site location is provided in Figure 1. Three wetlands (Wetlands 1, 7, and 10) <br />were delineated within the current project area in September 2021 by KES (Figure 2). <br />Previously submitted information discussed the delineation in more detail and included the <br />National Wetland Inventory (NWI) and soil survey mapping.
