The TEP in its WCA Notice of <br />Decision agreed that WI-7 is incidental per WCA rules, WL10 is wetland based on new <br />guidance and the WI-5 boundary was extended to the northwest. Per aerial photos in 3-9- <br />2022 addendum, WI-9 and WI-8 are wetland. No other changes were directed to all other <br />delineated wetland boundaries in the project area. Approved wetland boundaries are shown <br />in the 3-10-2022 Rogalla and Hawkins surveys from Kurth Surveying, Inc. <br />The proposed WCA-regulated 0.13 ac of impact to Wetland 10 will be replaced at a 2:1 ratio <br />via the debiting of wetland bank credits from the Rapp Farm and Anderson Slough wetland <br />bank (#170) located within major watershed 20 and Bank Service Area 7, which is the same <br />major watershed and Bank Service Area as the project location. This bank is owned by the <br />project applicant. A draft Standard Credit Withdrawal Form is included. Compensatory <br />mitigation is not proposed for USACE-regulated Wetland 7. <br />Wetland buffers meeting minimum and average requirements will be required around all <br />wetland areas following construction. <br />• Landscaping <br />A Landscape Plan for Wilkinson Waters Addition has been submitted and will be reviewed <br />by staff and the City's Environmental Coordinator. The Environmental Coordinator will <br />provide separate comments. <br />• Floodplain <br />The proposed pond berm and trail grading appears to result in floodplain fill. Calculation of <br />compensatory cut must be provided to ensure there is no net fill in the floodplain. <br />• Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements will be required to be provided over <br />any utilities outside the right of way and any surface water management features <br />The plan shows White Bear Lake Township easements (30' and 50') with the existing <br />sanitary sewer and watermain crossing the site. White Bear Lake Township has <br />commented that the Township has no easement and that the lines were installed and <br />owned by the North Oaks Company. Please update the linework or provide a record <br />showing the easements. <br />Comments: <br />1. For pipe within drainage and utility easements that is greater than 10' deep, <br />easements must be set with a width equal to the pipe depth. For example, a 20' deep <br />pipe would require 20' wide easements on either side of the alignment. <br />a.
