Environmental BoardMemo <br />C I T Y' ^; O F Environmental Memo <br />1 <br />IN KES <br />To: Katie Larsen, City Planner <br />From: Tom Hoffman, Environmental Coordinator <br />Date: March 26, 2025 <br />Re: Environmental Comments— Wilkinson Waters PPP PP <br />Environmental Board had recommended the following at their March 26, 2025 meeting: <br />1. Complete the noise mitigation study and submit findings if any additional <br />berming or screening is required. <br />2. Building setbacks to Wilkinson Lake as proposed should be maintained. <br />3. Work with planning and zoning on building heights. Currently building heights <br />exceed the requirements for the shoreland district. <br />a. Board recommends additional overstory planted adjacent to buildings <br />that exceed the requirements for additional screening and sight lines. <br />4. Stormwater management to be reviewed by City Engineer <br />a. Use of stormwater for irrigation purposes for the site should be evaluated <br />and if feasible required as part of site development. <br />i. Water balance study is being conducted <br />b. Infiltration is required to be shown where feasible based on soil borings. <br />If infiltration is not feasible follow the Minimum impact design standards <br />(MIDS)) as designed by the MPCA <br />i. Infiltration basins are shown for pretreatment of parking lot <br />runoff. <br />c. Currently private drainage from parking lots is by passing pre-treatment <br />basins within the parking lot and discharging into the Stormwater basins. <br />Any private drainage must first be treated prior to discharge into a public <br />Stormwater basin. <br />
