d. Coniferous trees are shown as measured by DBH, city standards measure <br />coniferous trees by height. Please provide height measurements for all <br />coniferous trees planned to be removed. <br />10. Plant additional "large" canopy trees on the backside of the proposed senior <br />living building within the shoreland district. <br />a. Increased heights of proposed building should include additional <br />screening on the backside of the building to break up the outline from the <br />lake. <br />11. Sheet C5.13 should include the species of trees proposed to be planted instead of <br />large, medium, and small. <br />a. Provide numbers for each species of tree to be planted. <br />12. Seed mixes should be updated to MNDOT seed mix design numbers for final <br />plans. Please provide more site -specific mixes for each location. <br />a. Low maintenance and drought resistant species should be proposed <br />throughout the development to reduce the need for irrigation. <br />13. 4" minimum of topsoil is required for final planting of all ground covers, seed, <br />and sod. Soil shall be loosened and prepped to a minimum depth of 4" to reduce <br />compaction and allow for root growth. <br />14. The proposed trail should make a loop in the open space area and run along <br />ash street before connecting back into Wilkinson way. <br />a. Currently the trail is proposed to dead end in the park/open space. <br />Opportunities for additional trail exist throughout the park. <br />Potentially linking the trail system through any future proposed bmp <br />as part of the VLAWMO BMP study. <br />15. The project will disturb more than an acre of soil and will be required to <br />obtain an NPDES permit. Proof of permit shall be required before <br />construction. <br />a. A SWPPP shall be required in additional submittals as required by the <br />MPCA meeting sections 5.2-5.26 <br />b. Final erosion and sediment control will be reviewed with future <br />submittals <br />16. Provide a Blandings turtle mitigation plan, surmountable curb should be <br />proposed within the roadway to allow turtles access off the road for travel. <br />Page 3 <br />
