The Comprehensive Plan Amendment requires notice to affected jurisdictions. They have 60
days to review and comment. The 60 day deadline is May 17, 2025 so the City Council meeting
date for consideration is May 27, 2025.
The Planning & Zoning Board held a public hearing on April 9th. Unfortunately, the notice was
not mailed to all property owners within 600ft of the development boundary so a second
hearing will be held tonight.
One concern brought up during the April 9th meeting was vehicle headlights entering or exiting
the underground parking lot shining into adjacent houses along Ash St. Six (6) ft tall privacy
fences will be installed along the Ash Street and Centerville Road drive lanes to screen the
headlights.
This staff report provides edits to the April 9, 2025 and May 14, 2025 Planning & Zoning staff
report. Changes are either narratively described or shown as strikethrough (deletions) or
underline (additions).
The Land Use Application is for the following:
• Comprehensive Plan Amendment
• Rezoning
• PUD Preliminary Plan
• Preliminary Plat
• Site & Building Plan Review
This staff report is based on the following submittals:
• Comprehensive Plan Amendment Maps prepared by ISG dated March 10, 2025
• Ash Street Traffic Impact Study prepared by ISG dated October 14, 2024
• Wetland Replacement Plan prepared by Kjolhaug Environmental Services dated March
2, 2025
• Wilkinson Waters Preliminary Plat Plan prepared by ISG dated March 10, 2025
• Stormwater Management Report prepared by ISG dated March 10, 2025
• Traffic Noise Analysis prepared by ESI Engineering dated March 11, 2025
• Preliminary Geotechnical Evaluation Report prepared by Braun Intertec dated February
11, 2025
• Wilkinson Waters Design Guidelines and Statement of Intent received on March 10,
2025
2
