City Code Section 1007.043 details minimum residential and commercial building design <br />standard requirements. The R-4 residential zoning districts also provide addition requirements. <br />The Design Guideline booklet details architecture standards. The multi -family apartments, <br />clubhouse, and townhomes use exterior materials of wood finish accents, stone, and stucco. <br />The color palette is brown and tan. Exterior elevations and materials were not included for the <br />future senior living building or commercial but we anticipate material color themes to extend <br />throughout the development. The townhome units are 29ft wide with 600sf garage sizes. The <br />booklet includes several renderings and data tables showing compliance with general building <br />provisions and exterior material requirements. <br />Staff Comments: <br />1. One multifamily dwelling requirement that is not met is, "Distinct ground level(s). The <br />ground level of any 3-story building and the first two stories of a building four stories or <br />taller shall be visually distinct from the upper stories. This distinction shall be articulated <br />by at least one of the following: an intermediate cornice line; an awning arcade or <br />portico; a change in building materials, texture, or detailing; a change in window shape <br />or treatment; or other elements which meet the objective." <br />Staff and the PZ Board support the proposed architecture. Some Council members expressed <br />interest in adding a district around level element. <br />The architect provides the followiniz information: <br />"It is understood that Lino Lakes provides a prescriptive outline for the facade design to <br />building design requirements promote a quality product that relates to the human scale of the <br />user. This requirement is dictated by compartmentalizing or stratifying the facade. <br />The design strategy presented utilized achieves the same goals with a different method of <br />compartmentalization or stratification. This building expresses the individual units behind the <br />facades, elements should express vertical articulation to support a series of building areas, <br />supported by the offsets and variation in materials. Noting the length of the building, the design <br />is articulated in a number of vertical breaks, providing the human scale and internal program <br />connection between the interior and exterior. <br />The linear design of the buildings and definition of stories is supported by the repetition of <br />fenestration heights and alignment, strong repetitive balcony/ canopy lines, and accented <br />eaves or cornices. In meeting the intent of compartmentalization and responding to the human <br />scale the design style is reflective of a more colonial and cottage housing style in near Waverly <br />Gardens." <br />14 <br />
