• Anoka County Highway Department notes the proposed ROW line shown should be <br />sufficient. The access on Ash St. will need a right turn lane and will be a right in/right out <br />access. <br />• Ramsey County Public Works will review and provide comments. <br />• MnDNR reviewed the concept plan and noted Shoreland PUD requirements apply <br />including but not limited to density, open space, and impervious surface coverage. No <br />additional comments were provided for the preliminary plat. <br />• City of North Oaks did not provide comments. <br />• White Bear Township did not provide comments. <br />• White Bear Lake ISD#624 did not provide comments. <br />• Lino Lakes Police Division had no concerns with the proposed development. <br />• Lino Lakes Fire Division requests the fire hydrant on the east side of Building B be <br />located south closer to the garage entrance. <br />• City Engineer comments are provided in the attached memo. <br />Park Board <br />Per the April 2, 2025 Park Board staff report, staff recommends 100% cash dedication in lieu of <br />land. The developer will be credited to construct a minimum 8.5 ft wide public trail (depicted in <br />green) from Wilkinson Way to the public open space property and extending the trail to Ash <br />Street. This creates a multi -functional greenway corridor. Future passive amenities including a <br />pavilion and benches could be considered for the public open space property. <br />Environmental Board <br />The Environmental Board reviewed the proposal on March 26, 2025. Their comments are <br />attached. <br />Neighborhood Meeting <br />As required, the developer held a neighborhood meeting on February 4, 2025. Their comments <br />are attached. <br />Planning & Zoning Board <br />The Planning & Zoning Board held a public hearing on April 9, 2025. There were two (2) public <br />comments. Concerns included car headlights, building heights, traffic, and open space. The <br />Board's first motion to deny the project failed 3-3. The second motion included all staff <br />conditions plus headlight screening related to the underground garage along Ash Street passed <br />4-2. The Board supported the 55ft senior building height. <br />23 <br />
