4 <br />21st Avenue North is a minor collector City road. <br />Per Document #2075334.005, Declaration of Access Control, full access to the 14 acre site exists <br />600 feet north of Main Street from a private driveway, just south of the park and ride. The <br />proposed access 300ft north of Main Street will be restricted to right in/right out. <br />There are no public streets being constructed within the development. The internal system will <br />be private driveways. <br />A shared driveway and maintenance agreement will be required for all private driveways and <br />joint off-street parking areas. <br />Easements <br />Standard drainage and utility easements at least 10 feet wide have been provided along the lot <br />lines. <br />Public Land Dedication <br />The City will collect cash fee in lieu of land dedication for commercial development at the time <br />of final plat. <br />Clearwater Commons <br />2.28 acres x $2,600 per acre =$5,928 <br />Site and Building Plan Review <br />A separate land use application for Site and Building Plan Review for the proposed Chipotle <br />Restaurant has been submitted. A restaurant is a permitted use in the GB, General Business <br />district; therefore, site and building plans will be reviewed administratively by staff. <br />Grading Plan and Stormwater Management <br />Per the City Engineer Memo-Chipotle (Clearwater Commons) dated May 7, 2025: <br />Stormwater management for the Chipotle site consists of constructing an underground BMP on <br />the east side of the site and leveraging an existing stormwater basin in the southwest corner of <br />the site. <br />Pre- and Post- Development Discharge Rates (cfs) <br />Condition 2-Year 10-Year 100-Year 10-Day Snowmelt <br />Page 305 of 353
