Public Hearing: Erickson Property Rezoning and Preliminary Plat <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Hampton Companies, submitted a land use application for rezoning and <br />preliminary plat for a residential subdivision called Erickson Property. The applicant <br />proposes to subdivide the existing lot located at 7590 20th Avenue in 14 single family <br />lots. <br /> <br />Mr. Evenson had questions for staff regarding the trail along 20th and why the developer <br />would not be creating the trail connection. Ms. Larsen stated that the park dedication <br />fees would not cover the connection completely, but the developer would be grading <br />the location in order for the trail connection to be made. <br /> <br />Mr. Laden wanted to know why the connection to Osakis was made in a curved shape. <br />Zeke Peters, Landform, was available for questions. Mr. Peters stated that the <br />connection was made in order to preserve as many trees on the site as possible. <br /> <br />Chair Root opened the public hearing at 6:41 p.m. <br /> <br />No public comments were made. <br /> <br />Mr. Evenson moved to close the public hearing. Motion seconded by Mr. Kohler. The <br />public hearing was closed at 6:42 p.m. <br /> <br />Mr. Laden moved to approve the preliminary plat subject to conditions listed in the staff <br />report. Motion seconded by Mr. Evenson. Motion carried 5 – 0. <br /> <br />B. Public Hearing: Phelps Road Stockpile Interim Use Permit <br /> <br />Ms. Achenbach presented the staff report. <br /> <br />Mark Smith resubmitted a Land Use Application for an interim use permit for earth <br />moving and stockpiling on a property located on Phelps Road (PID #24-31-22-42-0004). <br />The City’s Planning and Zoning Board and City Council approved this project back in <br />2022/2023. The applicant did not move forward with the project at that time and is now <br />seeking approval again. There are no proposed changes to the project.
