Page 3 <br />a. The 50’ buffer appears to go into outlot BB. The 50’ drainage and utility <br />easement goes into block 26 lots 1-5. Drainage and utility easement <br />should be outside of those lots. <br /> <br />12. A stormwater treatment train that filters and treats stormwater runoff as it flows <br />through the site should be developed. Any opportunities to incorporate natural <br />treatment systems into the project should be encouraged. <br /> <br />13. Use of stormwater for irrigation purposes for the site should be evaluated and if <br />feasible required as part of site development. Larger stormwater ponds <br />constructed for fill should be evaluated for water reuse. <br /> <br />14. The southern portion of the site is within the Lino Lakes drinking water supply <br />management area. <br /> <br />a. This area is considered moderately vulnerable, and considerations should <br />be taken into account for the proposed project. <br /> <br />15. Boxelder is being shown as undesirable, and no mitigation is being provided. <br />Cottonwoods and Ash trees can be considered undesirable as defined in the <br />development standards. However boxelder should be mitigated for, 116 <br />boxelder are being removed outside of the Basic Use Area. <br /> <br />16. Tree removals should be broken down between Non-Basic Use Area and any <br />Environmentally Sensitive Areas (ESA). Currently trees are just shown outside of <br />the basic use area, it appears that there will be removals within the ESA of <br />wetland. <br /> <br />17. Boulevard trees are required at the rate of one (1) tree per lot frontage for single <br />family and two-family lots. Townhomes and multi-family properties require one <br />tree per 70 feet of linear feet of road frontage. <br /> <br />18. Open areas shall be landscaped to meet requirements of 1 large tree and 2 large <br />shrubs per 2500 SF. Open space calculations should be provided with future <br />submittals. <br /> <br />19. Landscape screening and buffers shall be installed along CSAH 54/20th Street. <br />Buffer screening and berming should meet the city’s 6’ height requirement from <br />the low point of foundation. <br /> <br />20. The landscape plans shall comply with Section 1007.043 (17), Required <br />Screening, Landscaping and Buffer Yards of the zoning ordinance. <br />
