Environmental Board <br />May 29, 2024 <br />Page 2 <br /> <br />In September of 2024, the City Council approved a professional services contract with <br />Kimley Horn to prepare a master plan and complete an Alternative Urban Areawide <br />Review (AUAR). <br />The study area includes 980 acres of the northwest portion of Lino Lakes. The process <br />has included multiple community outreach opportunities, involvement of study area <br />stakeholders and review by the City advisory boards and City Council. <br />Three development scenarios originally emerged, one being the existing 2040 <br />Comprehensive Plan. Each scenario maintained essentially the same residential unit <br />count with a mix of land use types but provided for different design alternatives. <br />Through the design process scenarios 2 and 3 merged into Scenario 2.1, which <br />establishes a gateway into the City at the border with Blaine. Scenario 1 and Scenario <br />2.1 are proposed to be carried through the environmental review process. <br />Resolution No. 25-51 authorized the preparation of the draft AUAR document. The <br />development scenarios will be analyzed for potential environmental impacts. A <br />mitigation plan will be created to address the environmental impacts. <br />Once it is prepared, the draft AUAR will be brought to the Environmental Board and City <br />Council for discussion and revisions. The City Council will authorize the distribution of <br />the draft for public comment. This will begin a 30-day public comment period. <br /> <br />Leila Bunge, Kimley Horn, presented the AUAR draft updates to the board. <br /> <br />Ms. Nelson had a question about who would be responsible for building the new wells. <br />Mr. Hoffman stated that the City would be the one who would fund and build the new <br />wells for the area. Ms. Nelson also wanted to know if the Rice Creek Watershed District <br />has been involved. Mr. Hoffman stated that they have been working with the RCWD and <br />that they would still maintain their trunks and would be maintaining the water quality <br />throughout the development of the area. <br /> <br />Mr. Parsons had questions about building on the 100-year flood plain. Mr. Hoffman <br />explained that this is common, for certain areas there would not be construction. <br /> <br />Ms. Holmes wanted to know what the steps will be once the AUAR is adopted by City <br />Council. Mr. Hoffman explained that the developer would be required to follow the <br />AUAR that is adopted. <br /> <br />B. Erickson Property Preliminary Plat <br /> <br />Hampton Companies submitted an application for a Preliminary Plat to allow the <br />construction of 14 single-family homes at 7590 20th Avenue in Lino Lakes.
