Kimley-Horn conducted a review of the study area including existing land uses in the surrounding area, the <br />adjacent street system, current traffic volumes and operating conditions, lane configurations and traffic <br />controls at nearby intersections, and other key roadway characteristics. This section of the report details <br />information on the existing conditions. <br />2.1. AREA LAND USES <br />The majority of the site is currently agricultural land, though there are sparse residences on the site. The <br />surrounding parcels are largely occupied by residential developments, with the area to the north being <br />largely undeveloped. <br />2.2. EXISTING ROADWAY CHARACTERISTICS <br />The following provides a description of the roadways near the study area <br />CSAH 14 (Main Street) is a County State Aid Highway (CSAH) that runs east -west through the AUAR area. <br />Main Street is a currently two-lane undivided roadway throughout the study area. According to the Lino <br />Lakes 2040 Comprehensive Plan, Main Street is classified as a Principal Arterial. Based on MnDOT data, <br />the Annual Average Daily Traffic (AADT) is approximately 11,900 vehicles per day east of Lexington <br />Avenue and 9,800 vehicles per day west of Lake Drive, as of 2023. The posted speed limit ranges from 55 <br />miles per hour (mph) near Sunset Avenue to 40 mph east of Lake Drive. <br />4t' Avenue is a north -south roadway that forms the eastern boundary of the AUAR area. It is a two-lane <br />undivided roadway and is classified as a major collector according to the Lino Lakes 2040 Comprehensive <br />Plan. Based on MnDOT data, the AADT of 41h Avenue is 1,100 vehicles per day south of Main Street, and <br />500 vehicles per day north of Main Street, as of 2021 and 2023, respectively. The posted speed limit on 41h <br />Avenue is 50 mph south of Main Street and 45 mph north of Main Street. <br />County Road 53 (Sunset Avenue) is a north -south roadway along the western boundary of the AUAR <br />area. Sunset Avenue is a two-lane undivided roadway, and it currently does not continue north of Main <br />Street. According to the Lino Lakes 2040 Comprehensive Plan, Sunset Avenue is classified as a major <br />collector. Based on MnDOT data, the AADT along Sunset Avenue is 5,300 vehicles per day south of Lilac <br />Street and 3,200 vehicles per day south of Main Street, as of 2022. The posted speed limit is 55 mph north <br />of Lilac Street and 45 mph south of Lilac Street. <br />Lilac Street is an east -west roadway located south of the AUAR area. It is a two-lane undivided roadway <br />and is classified as a Minor Collector according to the Lino Lakes 2040 Comprehensive Plan. Based on <br />MnDOT data, the AADT along Lilac Street is 3,300 west of 41h Avenue, as of 2024. The posted speed limit <br />is 50 mph. <br />CSAH 23 (Lake Drive) is a generally north -south roadway located east of the AUAR area. It is a two-lane <br />undivided roadway and is classified as an A -Minor Reliever north of Main Street and a Principal Arterial <br />south of Main Street according to the Lino Lakes 2040 Comprehensive Plan. Based on MnDOT data, Lake <br />Drive has an AADT of 9,500 north of Main Street and 11,100 south of Main Street, as of 2022. The posted <br />speed limit is 55 mph north of Main Street and 50 mph south of Main Street. <br />Pine Street is an east -west roadway that runs along the northern boundary of the AUAR area. Pine Street <br />is a two-lane undivided roadway and is currently an unpaved road west of 41h Avenue.
