Lakes 2040 Comprehensive Plan, Pine Street is classified as a Major Collector. Based on MnDOT data, <br />Pine Street has an AADT of 400 west of Lake Street, as of 2021. The posted speed limit is 45 mph. <br />Robinson Drive is an east -west local road located within the AUAR area. It is a two-lane undivided roadway <br />with an AADT of 122, based on MnDOT data from 2021. The posted speed limit is 30 mph. <br />Carl Street is an east -west local road located within the AUAR area. It is a two-lane undivided roadway <br />with that does not have a posted AADT, based on MnDOT data. There is no posted speed limit; for modeling <br />purposes, a speed limit of 30 mph is assumed. <br />Century Trail is an east -west local road located at the southern edge of the AUAR area. It is a two-lane <br />undivided roadway with an AADT of 687, based on MnDOT data from 2021. There is no posted speed limit; <br />for modeling purposes, a speed limit of 30 mph is assumed. <br />The existing geometry and intersection control for the intersections in the study area that will be included <br />in this analysis are shown in Exhibit 2. <br />2.3. PEDESTRIAN AND BICYCLE INFRASTRUCTURE <br />Based on review of the Lino Lakes 2040 Comprehensive Plan, Main Street is a planned regional trail <br />corridor and trails along the road will connect to the Rice Creek/Chain of Lakes Park Reserve trails. <br />Additional trails are proposed within the AUAR area to connect the residential developments to the existing <br />trail system. <br />2.4. TRAFFIC COUNT DATA <br />Turning Movement Counts (TMCs) were collected at the following nine (9) study intersections on Thursday, <br />April 3, 2025. Nearby schools were in session at the time of data collection. Peak period (7:00 AM - 9:00 <br />AM and 4:00 PM - 6:00 PM) TMCs were conducted at the study intersections except where otherwise <br />indicated. The counted study intersections include the following: <br />• Main Street & Sunset Avenue (24-hour TMC) <br />• Sunset Avenue & Robinson Drive <br />• Sunset Avenue & Century Trail <br />• Sunset Avenue & Lilac Street <br />• 41h Avenue & Pine Street <br />• Main Street & 41h Avenue (24-hour TMC) <br />• 41h Avenue & Lilac Street <br />• Pine Street & Lake Drive <br />• Main Street & Lake Drive <br />The TMC data indicates that peak hour traffic volumes occur within the study area from 7:00 to 8:00 AM <br />and 4:30 to 5:30 PM on a typical weekday. Full turning movement count data is included in Appendix A. <br />The Existing (2025) traffic volumes are shown in Exhibit 3. <br />2.5. EXISTING (2025) CONDITIONS CAPACITY ANALYSIS <br />Existing (2025) conditions capacity analysis was conducted to develop an understanding of the baseline <br />operating conditions currently present at the study intersections.
