Additionally, the Metropolitan Council's Localized Flood Map Screening Tool' identifies <br />localized flood hazards, referred to as Bluespots, which are broken into risk categories based <br />on potential flood water depth. This tool is meant to show potential localized flood risk areas <br />during short-term, extreme rain events. The tool shows several Primary, Secondary, Tertiary, <br />and Shallow Bluespots mapped throughout the study area with maximum depths ranging <br />from 0.37 feet to 8.92 feet. Primary Bluespots are the first areas to fill with water and are <br />generally considered higher risk, while Secondary Bluespots are separate, isolated low areas <br />generally considered low risk. <br />All three sources of flood data show a risk of flooding within the study area. Consideration <br />should be taken during the design and review of individual proposed development to verify <br />that appropriate flood mitigation measures are being implemented to protect future <br />development as well as neighboring properties. <br />Further analysis of flood risks and mitigation is described in Item 12: Water Resources. <br />Cooling Degree Days <br />As defined by the National Weather Service, degree days are based on the assumption that <br />when the outside temperature is 65°F, heating or cooling is not needed to be comfortable. <br />Degree days are the difference between the daily temperature mean and 65°F. If the <br />temperature mean is above 65°F, 65 is subtracted from the mean and the result is the <br />cooling degree days. For example, if the mean temperature over a 24-hour period is 70°F, <br />then there have been 5 cooling degree days.8 Cooling degree days are used as a proxy to <br />estimate cooling needs for buildings. <br />According to Heat Vulnerability in Minnesota, the number of cooling degree days in 2019 for <br />Anoka County was 379. The number of cooling days in 2050 for Anoka County is projected <br />to be 453 and 598 for RCP 4.5 and 8.5, respectively.9 <br />' Localized Flood Map Screening Tool.
