traffic generated; 3) estimated maximum peak hour traffic generated and time of <br />occurrence; 4) source of trip generation rates used in the estimates; and 5) availability <br />of transit and/or other alternative transportation modes. <br />Traffic Generation <br />The trip generation of the proposed development scenarios were estimated based on data <br />from the Institute of Transportation Engineers' Trip Generation Manual, 11r' Edition. A <br />combination of ITE Land Use Code (LUC) 210 (Single -Family Detached Housing), LUC 215 <br />(Single -Family Attached Housing), LUC 220 (Multifamily Residential, Low rise), and LUC 821 <br />(Shopping Plaza) were utilized to estimate the trip generation potential of the two <br />development scenarios. Estimated trip generation figures are given below in Table 13. <br />Table 13: Trip Generation Forecasts <br />The full traffic study conducted for the AUAR can be found in Appendix D. <br />Parking <br />The development will conform to the off-street parking requirements outlined in section <br />1007.052 of the City of Lino Lakes Code of Ordinances. <br />Transit <br />There is no transit service located near the study area. <br />Bike and Pedestrian Infrastructure <br />The development of the AUAR site will include connections to the nearby trail systems, <br />including a regional trail along Main Street which will connect from Lexington Avenue to the <br />Rice Creek Chain of Lakes Park Reserve trails southeast of the site. Sidewalks will be a <br />priority for any development that occurs in the AUAR area. <br />b. Discuss the effect on traffic congestion on affected roads and describe any traffic <br />improvements necessary. The analysis must discuss the project's impact on the <br />regional transportation system. If the peak hour traffic generated exceeds 250 <br />vehicles or the total daily trips exceeds 2,500, a traffic impact study must be prepared <br />as part of the EAW. Use the format and procedures described in the Minnesota <br />Department of Transportation's Access Management Manual, Chapter 5 (available at: <br />http://www.dot.state.mn.us/accessmanagementlresources.htmi) or a similar local <br />guidance. <br />AUAR Guidance: For AUAR reviews, a detailed traffic analysis will be needed, conforming to <br />the MnDOT guidance as listed on the EA IN form. The results of the traffic analysis must be <br />used in the response to Items 17 and 19. <br />A Traffic Impact Analysis (TIA) was completed in May 2025 based on the projected trip <br />generation of the two proposed scenarios. The results of this study can be found in <br />Appendix D. Based on the detailed findings of this study, the area's transportation network <br />is expected to support development within the AUAR study area with mitigation. <br />The TIA includes intersection capacity analyses for intersections adjacent to the AUAR study <br />area and included the review of intersection operations at proposed access points (see <br />locations identified on Figure 18).
