Environmental Board <br />June 25, 2025 <br />Page 2 <br />The I-35E Corridor Alternative Urban Areawide Review (AUAR) is an environmental <br />review document that analyzed potential impacts of development within a study area of <br />4,660 acres. The final document was originally adopted by the Lino Lakes City Council <br />on October 24, 2005. The AUAR serves as a substitute environmental review. As long as <br />a development project is consistent with the assumptions of the analyses in the AUAR, <br />no additional environmental review is required. A key component of the AUAR is the <br />mitigation plan that addresses cumulative impacts of development as the corridor <br />develops. <br /> <br />Alison Harwood, WSB, presented the I35E AUAR presentation and was available for <br />questions. <br /> <br />Ms. Nelson had questions regarding the fluidity of AUAR documents. Ms. Nelson wanted <br />to know whether the AUAR would be changed if a developer wanted to come in and <br />build something outside of the existing AUAR. Ms. Harwood told the Board that the <br />developer would either complete their own environmental study or the AUAR would <br />need to be amended, with both having to go before City Council. <br /> <br />Ms. Buchmeier wanted to know when the AUAR would no longer be reviewed. Ms. <br />Harwood stated it would be once the area of the development is completed. <br /> <br />Ms. Buchmeier made a motion to adopt the I35E AUAR. Ms. Holmes seconded. Motion <br />carried 5 –0. <br />B.Peltier Ponds Preliminary Plat <br />The applicant, Lennar, is proposing a master planned development located on the West <br />side of 20th Ave N (CSAH 54) just across from Watermark, East of Peltier Lake Drive, and <br />North of the Centerville border. The development contains approximately 125.02 gross <br />acres, 64.32 developable and consists of mix of residential housing. The proposed <br />development is called Peltier Ponds. <br /> <br />Ms. Holmes had questions about two of the outlots on site and whether they would <br />would be residential lots. Mr. Hoffman stated that they would most likely remain <br />outlots. <br /> <br />Mr. Parsons had questions about who would be responsible for the mowed park path. <br />Mr. Hoffman stated that staff recommend that an HOA be responsible for that area. <br /> <br />Ms. Larkin had questions about the timeline for the parks. Mr. Hoffman stated there <br />would be three to five phases. Mr. Hoffman stated that the parks would most likely be <br />completed around the same time the houses are completed. <br /> <br />
