Public Hearing: Peltier Ponds Comprehensive Plan Amendment, Rezoning, PUD <br />Preliminary Plan and Preliminary Plat <br />Ms. Larsen presented the staff report. <br />The applicant, U.S. Home, LLC (aka Lennar), is proposing a master planned residential <br />development located west of CSAH 54 (20th Ave N) across from Watermark, east of <br />Peltier Lake, and north of the City of Centerville border. The development contains four <br />(4) parcels totaling approximately 125 gross acres and 246 housing units. The proposed <br />development is called Peltier Ponds. <br /> <br />Mr. Evenson recommends that the City makes sure that the green space is preserved as <br />much as possible. Mr. Evenson had concerns about the garage sizes and would like to <br />know from the developer if there is a cost benefit for the smaller garage sizes. <br /> <br />Mr. Kohler had questions about the water supply from the WSB engineering report. Ms. <br />Hankee stated that the new development was factored into the numbers regarding <br />water supply. Ms. Hankee stated there would not be a shortage of water with the new <br />development. Ms. Larsen stated that it is not uncommon for a development to complete <br />portions of the development at a time to ensure proper water supply. <br /> <br />Mr. Root also brought up concerns regarding the water supply. Ms. Larsen stated that <br />the City is tracking water use, and the City would have the power to halt development if <br />water supply became an issue. The City would be able to stop issuing building permits if <br />the developer is not able to provide proof of ability to provide water. <br /> <br />Mr. Laden had questions about the programming in the future park, whether there <br />would be parking, and whether there would be fields for sports. Ms. Larsen stated that <br />the Park Board would be evaluating access to the park. <br /> <br />Mr. Laden stated he has no issues with the smaller lots but does not think that having <br />the façade forward would be a good idea. Mr. Laden also believes they need to have a <br />variety of garage doors. <br /> <br />Mr. Vojtech had a question about whether the existing homes on the lot will be <br />connected to city sewer and water. Mr. Vojtech had questions about whether the <br />development would be under an HOA. Ms. Larsen stated that the existing homes would <br />not be connected to City services.
