Page 1 of 4 <br /> <br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br />DATE: July 28, 2025 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 6:59 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Lyden, Ruhland and Stoesz <br />MEMBERS ABSENT: Councilmember Cavegn <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, <br />Community Development Director Mike Grochala, City Planner Katie Larsen, Chief of Police Curt <br />Boehme, Police Department Administrative Assistant Margie Schlueter, Fire Chief Dan L’Allier, <br />Communications Specialist Andrea Turner, and members of the Police and Fire Departments. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br /> <br />SETTING THE AGENDA <br />Motion to re-order the agenda to move the Public Comment period after Special Presentations, <br />with the Special Presentations to include a presentation by the Lino Lakes Ambassadors, and <br />to add item 1H “Authorize the Filing of the Petition for Review” for the Water Appropriation <br />Permit Contested Case Appeal to the Consent Agenda. <br />SPECIAL PRESENTATIONS <br />Chief of Police Boehme introduced Police Officer Lauren Clayton. <br />Mayor Rafferty administered the Oath of Police Service for Police Officer Lauren Clayton. <br />Fire Chief L’Allier introduced Firefighters Jake Crooks, Benjamin Searles, Scott Schmidt, Timothy <br />Bertz, Gibson Eyestone, Richard LaDoucer, Benjamin Miller and Clayton Follet. <br />Mayor Rafferty administered the Oath of Fire Service for Firefighters Jake Crooks, Benjamin <br />Searles, Scott Schmidt, Timothy Bertz, Gibson Eyestone, Richard LaDoucer, Benjamin Miller and <br />Clayton Follet. <br /> <br />RESULT: CARRIED [4-0] <br />MOVER: Stoesz <br />SECONDER: Ruhland <br />AYES: Rafferty, Stoesz, Lyden and Ruhland <br />NAYS: None <br />Page 15 of 679
