1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 7C <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: August 25, 2025 <br /> <br />TOPIC: Consideration of Resolution No. 25-117, Authorizing Land <br />Acquisition Otter Lake Road Extension Improvements <br /> <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council authorization to begin the right-of-way acquisition process for <br />the Otter Lake Road Extension project. <br /> <br />BACKGROUND <br /> <br />The City Council authorized the preparation of plans and specifications for the Otter Lake Road <br />Extension Project in August of 2023. Design work has been ongoing, and final design is at the <br />60% stage. WSB Inc. was retained in September of 2024 to handle right-of-way acquisition for <br />the City. <br /> <br />The project will require acquisition of permanent right-of-way, utility and drainage easements <br />as well as temporary construction easements. Approximately 8 parcels are affected by the <br />project. Staff and representatives from WSB & Associates have been in contact with and have <br />personally met with Owners of each of the parcels.
