Staff recommends approval of the Wilkinson Waters PUD Final Plan/Final Plat with the following <br />conditions: <br />1.The Comprehensive Plan Amendment shall be approved by Met Council prior to City <br />Council approval of the final plat. <br />2.A joint powers agreement between the City of Lino Lakes and White Bear Township for <br />sanitary sewer and water shall be approved prior to City Council approval of the final <br />plat. <br />3.The Developer will enter into a Development Agreement with the City. <br />4.A Homeowners Association shall own and maintain the outlots containing open space, <br />wetlands, buffer, and lake. <br />5.A Homeowners Association shall maintain the landscaped street medians and <br />stormwater re-use system. <br />6.A trail easement shall cover the trail corridor on Outlot F. <br />7.A conservation easement and wetland buffer declaration shall be recorded over the <br />open space, wetlands and buffers. <br />8.The underlying conventional zoning districts shall be R-4, High Density Residential for <br />the townhomes, apartments, and senior living building and GB, General Business for the <br />commercial. <br />9.Architecture and building design standards shall meet noise study requirements. <br />10.The Design Guidelines & Statement of Intent-Wilkinson Waters shall provide additional <br />development guidance. <br />11.Outlots A and D shall be deeded to a Homeowners Association (HOA). <br />12.Outlots B and C shall be deeded to the City. <br />The following items shall be addressed prior to City Council consideration of the PUD Final <br />Plan/Final Plat: <br />1.The Comprehensive Plan Amendment shall be approved by Met Council. <br />2.A joint powers agreement between the City of Lino Lakes and White Bear Township for <br />sanitary sewer and water shall be approved. <br />3.All comments from the City Engineer memo dated September 4, 2025. <br />4.All comments from the Environmental Coordinator memo dated September 3, 2025. <br />5.Drafts of the following documents shall be submitted to the City for review and <br />approval: <br />a.Wetland buffer declaration and exhibit <br />b.Conservation easement and exhibit <br />c.Trail easement and exhibit <br />d.Deeds <br />i.Outlot A and D to HOA <br />ii.Outlot B and C to City <br />6.The PUD Preliminary Plan/Preliminary Plat is the master plan for the entire <br />development. All revisions and updates need to be incorporated into the PUD <br />Preliminary Plan/Preliminary Plat first. <br />7 <br /> <br />
