Environmental Memo
To:Katie Larsen, City Planner
From:Tom Hoffman, Environmental CoordinatorTom Hoffman, Environmental Coordinator
Date:September 3, 2025
Re: Environmental Comments – Wilkinson Waters PPP PP
Environmental Board had recommended the following at their March 26, 2025 meeting:
1.Complete the noise mitigation study and submit findings if any additional
berming or screening is required.
2.Building setbacks to Wilkinson Lake as proposed should be maintained.
3.Work with planning and zoning on building heights. Currently building heights
exceed the requirements for the shoreland district.
a.Board recommends additional overstory planted adjacent to buildings
that exceed the requirements for additional screening and sight lines.
4.Stormwater management to be reviewed by City Engineer
a.Use of stormwater for irrigation purposes for the site should be evaluated
and if feasible required as part of site development.
i.Water balance study is being conducted
b.Infiltration is required to be shown where feasible based on soil borings.
If infiltration is not feasible follow the Minimum impact design standards
(MIDS)) as designed by the MPCA
i.Infiltration basins are shown for pretreatment of parking lot
runoff.
c.Currently private drainage from parking lots is by passing pre-treatment
basins within the parking lot and discharging into the stormwater basins.
Any private drainage must first be treated prior to discharge into a public
stormwater basin.
i.If private drainage cannot be treated prior to discharge the basins
shall be privately maintained.
