Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: August 25, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:26 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Ruhland, Lyden, Cavegn and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Community Development Director Mike <br />Grochala, City Planner Katie Larsen, Public Service Director Rick DeGardner, Chief of Police Curt <br />Boehme and Fire Chief Dan L'Allier. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Review Order of Business <br />The City Clerk reported that the order of business for City Council meetings is set by <br />ordinance. She stated that at the last Work Session it was requested that the order of <br />business be reviewed for possible amendment. <br />Council Consensus <br />It was the consensus of the City Council to direct staff to prepare an Ordinance <br />Amending City Code Chapter 202.04 Order of Business for consideration at the <br />September 8, 2025 meeting. <br />4. Review Regular Agenda <br />The City Council reviewed the regular agenda. <br />Mayor Rafferty noted that the current claims list includes the payment of road <br />construction projects. <br />The Public Services Director stated that Resolution No. 25-112, Supporting the Long - <br />Range Plan for the Rice Creek North Regional Trail, was being requested to support the <br />Rice Creek grant application(s). <br />The City Clerk stated that the City Code requires a review of City Council salaries every <br />two years. State law requires that any ordinance amendments must be adopted prior to <br />Page 1 of 2 <br />
