the next scheduled election and that the effective date must be after the next scheduled <br />election. The proposed amendment is in keeping with past practice of using the current <br />and past year staff salary percentage increase to determine the proposed council salary. <br />That the draft ordinance establishes January 1, 2026 as the effective date for the <br />proposed amendment. The first reading of the ordinance is being presented this <br />evening, and the second reading is scheduled for September 8th, which would allow for <br />adoption prior to the next election. <br />The Human Resources and Communications Manager stated that the two appointments <br />within the Finance Department are to backfill open positions, due to internal <br />promotions within the City. One promotion was within the Finance Department, and <br />one was a promotional transfer to the Community Development Department. The new <br />hires are for the positions of Accountant and Accounting Clerk II. <br />The Public Services Director stated that the contract with Verizon LLC for the lease of <br />space on Water Tower #1 for an antenna was being amended to lower the lease rate. <br />He noted that improvements in technology have increased the distances between <br />required sites for telecommunications companies and competition created by the <br />construction of monopole towers has driven down the market rate for the value of the <br />lease. <br />Adjournment <br />Mayor Rafferty adjourned the meeting at 6:26 p.m. <br />These minutes were approved at the regular Council Meeting on September 8, 2025. <br />Roberta Colotti, CMC <br />City Clerk <br />Page 2 of 2 <br />R&b-Uafferty, <br />Mayor <br />
