Environmental Coordinator Memo dated August 6, 2025 <br /> <br /> <br />To: Katie Larsen, City Planner <br />From: Tom Hoffman, Environmental Coordinator <br />Date: August 6, 2025 <br />Re: Environmental Comments – Natures Refuge North Final Plat <br />Environmental Board had recommended the following at their March 26, 2025 meeting: <br /> <br /> <br />1. Coordinate with the Rare Plant Rescue group (contact Carrie Taylor at Anoka <br />Conservation District) to allow for transport of any rare plants for which impact <br />is unavoidable to a donor site, such as Wollan’s Park Wetland Bank in Lino <br />Lakes. <br /> <br />2. Show minimal plantings of oaks along the two stormwater ponds. These areas <br />are to remain largely unplanted to encourage native plant species. A few oaks <br />should be scattered around the basin to provide soil stabilization and screening. <br /> <br />a. Add additional oaks along the backside of pond-500. Tree spacing of <br />approximately 200-250’ will be similar to the development to the south <br />and allow for the natural oak savannah restoration <br /> <br />3. Stormwater management to be reviewed by City Engineer <br />a. Use of stormwater for irrigation purposes for the site should be evaluated <br />and if feasible required as part of site development. Larger stormwater <br />ponds constructed for fill should be evaluated for water reuse. <br />b. Infiltration is required to be shown where feasible based on soil borings. <br />If infiltration is not feasible follow the Minimum impact design standards <br />(MIDS)) as designed by the MPCA <br />c. Stormwater Pond 500 and 600 are shown to be collecting drainage from <br />wetland overflows. Verify basins are sized to handle additional runoff <br />Environmental Memo <br />Page 119 of 168
