(Prior Code, § 202.03) <br />§ 202.04 ORDER OF BUSINESS. <br /> At the hour appointed for meeting, the members shall be called to order by the Mayor, and in his or her absence by the <br />Acting Mayor, and in the absence of both, by the City Clerk. The City Clerk shall call the roll, note the absentees and <br />announce whether a quorum is present. In the absence of the City Clerk, the Mayor shall appoint a secretary pro-tem. Upon <br />the appearance of a quorum the Council shall proceed to business, which shall be conducted in the following order: <br /> (1) Call to order; <br /> (2) Roll call; <br /> (3) Pledge of allegiance; <br /> (4) Public comment; <br /> (5) Setting the agenda; <br /> (6) Presentations of petitions, memorials and demonstrations; <br /> (7) Approval of minutes of previous meetings; <br /> (8) Consent agenda; <br /> (9) Reports of city officers and motions, resolutions and reading of ordinances; <br /> (10) Unfinished business; <br /> (11) New business; <br /> (12) Notices and communications; and <br /> (13) Adjournment. <br />(Prior Code, § 202.04) <br />§ 202.05 PRESIDING OFFICER - POWERS. <br /> The presiding officer shall preserve order and decorum and shall decide questions of order subject to an appeal to the <br />Council. The presiding officer may make motions, second motions or speak on any question; provided, however, that in <br />order to do so, upon demand of any one Council member, he or she shall vacate the chair and designate a Council member <br />to preside temporarily. The Mayor shall be entitled to vote like other members of the Council. <br />(Prior Code, § 202.05) <br />§ 202.06 DEBATE PROCEDURE. <br /> Every member, previous to his or her speaking, shall address the chairperson and shall not proceed until the chair has <br />recognized him or her. He or she shall indulge in no personalities and shall confine his or her remarks to the matter under <br />debate. <br />(Prior Code, § 202.06) <br />§ 202.07 DEBATE LIMIT. <br /> No member shall speak more than twice on any question, nor more than five minutes each time without unanimous <br />consent of the Council. <br />(Prior Code, § 202.07) <br />§ 202.08 POINT OF ORDER. <br /> A member called to order shall immediately suspend his or her remarks until the point of order is decided by the chair. <br />(Prior Code, § 202.08) <br />§ 202.09 MOTIONS AND RESOLUTIONS IN WRITING. <br /> Every motion except to adjourn, postpone, reconsider, commit, lay on the table, or for the previous questions, shall be <br />reduced to writing if the chair or any member requires it; when made and seconded, it shall be stated by the chairperson if <br />amendment, or any disposition thereof has been made, or a vote taken thereon. <br />(Prior Code, § 202.09) <br />§ 202.10 LIMIT ON MOTIONS. <br /> When a question is under debate no motion shall be entertained, unless to adjourn, to lay on the table, to act on the <br />Page 122 of 228
